The story of Troi
Geoffrey of Monmouth's History of the Kings of Britain, written about 1136, opens with Brutus, a descendant of Aeneas, exiled from Italy, who sails to an island inhabited by giants, defeats them, and names the place Britain after himself. He founds a capital on the Thames and calls it Troia Nova, which becomes Trinovantum and then London. Almost none of it is history and Geoffrey's contemporaries said so, but the book was enormously influential and the Trojan descent was repeated for four centuries, defended by Tudor propagandists, and only abandoned in the seventeenth. Every European nation that could manage it claimed the same ancestry, since Rome had done it first in the Aeneid. The name Troy reached English use through that literature rather than through Homer, and it survives as a first name mainly in the English-speaking world.

Greek Troia, the city
Troi is a respelling of Troy, from the ancient city in Anatolia, whose Greek name Troia is of unknown origin and may be Anatolian. It is also an Irish surname, from O Troighthigh, a footsoldier. The 1997 American peak follows a prominent television character rather than either. The peak is 1997.

The Shaney test
Every popular name lives one long story — a climb, a peak, a slow settling back. Troi's later chapters haven't been written yet, so we borrowed them: Shaney climbed just as high around 1972, and its whole arc is on record. Line the two peaks up, and Shaney's path sketches the road Troi is walking now.
