The story of Skarlett
Scarlet cloth was luxury goods in medieval Europe, restricted by sumptuary laws in some places and worth naming a trade after. The English surname Scarlett belonged to those who dealt in it. It became a first name much later and almost entirely through fiction: a nineteenth-century American novel gave it to a heroine and the name followed the book. The K spellings — Skarlett, Skarlet — arrived in the recent wave, and like most K respellings they change the look of the name while leaving the sound exactly where it was.
Meaning
a dyer or seller of scarlet cloth
Old French escarlate named a rich woolen cloth, and it came into French from a word carried along the trade routes from Persian and Arabic — saqirlat, siqillat, a costly fabric. The color sense is secondary: the cloth was often dyed a deep red and the word transferred. Scarlett as a surname was occupational, for the people who dyed or sold it. The K is an American respelling and changes nothing.

Spellings are grouped by a fixed rule that folds interchangeable English spellings of one sound (ck/k, ph/f, x/ks, a non-initial y for i) and keeps vowels apart, so Sean and Shawn stay separate names.
