Dijon mustard does not have to come from Dijon. Since 1937 the phrase has named a recipe rather than a place, so most of it is made elsewhere, and almost all the seed comes from Canada. The name is a formula with no geography left in it.

The story of Dijon
Mustard has been made in Dijon since the middle ages and the city had a guild regulating it by the seventeenth century, but the modern product dates from 1856, when Jean Naigeon replaced the vinegar with verjuice, the acidic juice of unripe grapes. The name was never protected as an appellation. A 1937 decree defined moutarde de Dijon by its method and ingredients rather than its origin, which means the term is a recipe available to anyone; Maille and Amora are still associated with the city, but production is largely elsewhere and the brown seed comes overwhelmingly from Canada, which grows most of the world's supply. Burgundy has been attempting to rebuild local seed production. The situation is the opposite of champagne, where the place is protected and the method is not.
Meaning
Latin Divio, a Roman fort
Dijon is the capital of Burgundy, from Latin Divio or Divionum, a Roman castrum on the road from Lyon to Mainz; the name's own origin is uncertain. As an American given name it follows the mustard rather than the city. The peak is 1991.
