The story of Stevan
Stephen is stoned in the seventh chapter of Acts, the first named Christian martyr, and his name became one of the most-used in Christendom; the connection between the wreath of victory and the crown of martyrdom was made explicitly by early writers and is the reason it spread. Stevan is the Serbian form and was carried by medieval Serbian kings, several of whom are saints of the Serbian Orthodox Church. It reached United States records both with Serbian and Croatian migration and, separately, as an American respelling of Steven; its best year is 1953, which sits at the join of the two.
Meaning
crown, garland, victor's wreath
Greek stephanos, a wreath or crown, particularly the one awarded to victors at the games, from a verb meaning to encircle. The Serbian and Croatian form is Stevan, and the same word gives Stefan across Germany, Scandinavia and Slavic Europe. The word is unrelated to any word for a king's crown.

The Arlin test
Every popular name lives one long story — a climb, a peak, a slow settling back. Stevan's later chapters haven't been written yet, so we borrowed them: Arlin climbed just as high around 1935, and its whole arc is on record. Line the two peaks up, and Arlin's path sketches the road Stevan is walking now.
Stevan sits in the calm middle of the cycle — neither chasing a wave nor sliding off one. Middle-of-the-cycle names age slowly and predictably.
