Harley began as an English place name — hare meadow, or a clearing among stones — the kind of small Shropshire and Worcestershire spot that gave a family its surname, and later gave London's Harley Street its name. It crossed to America as a surname first and has been on the birth records here since the years around the First World War, which makes it far older as a given name than most of the two-syllable -ley names it now sits beside.

The story of Harley
The name comes out of the English Midlands, where places called Harley — in Shropshire and in Worcestershire — took their names from Old English roots meaning a clearing or meadow. Families from those places became the Harleys, and the surname went on to attach itself to a well-known street in central London through the Harley family's ownership of the land. Like Ashley, Riley and Bradley, it made the usual English journey from place to surname to first name, arriving on American birth records well over a century ago. Its wider recognition in the United States owes a great deal to the motorcycle company William S. Harley founded with Arthur Davidson at the start of the twentieth century.
Meaningscholars disagree
hare meadow, or clearing among the stones
The second element is agreed: Old English lēah, a woodland clearing or meadow. The first is not. Scholars read it either as hara, 'hare', or as hær, a rock or heap of stones — so 'hare meadow' and 'stony clearing' both have a serious claim.

The Melba test
Every popular name lives one long story — a climb, a peak, a slow settling back. Harley's later chapters haven't been written yet, so we borrowed them: Melba climbed just as high around 1924, and its whole arc is on record. Line the two peaks up, and Melba's path sketches the road Harley is walking now.

The trade-off
- Spelling and sound match each other exactly — almost no one hears Harley and writes something else.
- Over a century of unbroken use on American birth records, so it is neither a new coinage nor tied to one decade.
- Works for a girl or a boy without alteration, as surname-names generally do.
- Common enough to be instantly familiar, uncommon enough that a child is unlikely to share it with a classmate.
- The motorcycle association is immediate for a lot of Americans, and it is the first thing many people will mention. Whether that reads as fun or as heavy depends entirely on the room.
- Harley Quinn has been a widely known comics and film character since the 1990s, and the girls' side of the name now carries that echo for many people.
- Most Harleys born in the US are girls, so a boy named Harley will meet forms and rosters that guess wrong — easily corrected, but worth expecting.
- It sits in a crowded sound family with Riley, Bailey, Finley and Charlie, so it may get momentarily mixed up with a classmate's name.
