One name taught American English to read Ci- as see-, and it was Ciara. The Irish Ciara is properly KEER-a — the c is hard in Irish — but American readers, meeting it without instruction, applied the English rule for c before i and produced see-AR-a. That reading became standard in America, and once it was standard the spelling was available: Cianna, Ciani, Cianna and Cierra all use Ci- for a see sound that Irish would never give it. Ciani's peak in 1999 sits inside that period. It is a good example of a spelling convention that exists entirely because of a misreading, which is a completely ordinary thing to happen and has produced a great many real names.
