Pope rhymes it that way in The Rape of the Lock — a couplet about a queen taking counsel and sometimes tea — and he was not being clever; that was simply how the word was said, because it had come into English from a Chinese dialect through Dutch with that vowel. The pronunciation shifted to the modern one over the following century, for reasons that are part of a larger vowel change and are not specific to the word. Irish English kept the older sound, which is why tay is still heard in Ireland and turns up in ballads and in writers rendering Irish speech.
