The story of Harlon
The Harlan family emigrated from England to Pennsylvania in the 1680s and spread through the American colonies; Harlan County, Kentucky, is named for one of them. John Marshall Harlan sat on the Supreme Court and was the sole dissenter in Plessy v. Ferguson in 1896, arguing that the Constitution is color-blind — a dissent that was vindicated fifty-eight years later. Harlan County became internationally known through the coal strikes of the 1930s and 1970s and the documentary made about them. The given name's American peak in 1939 sits between those two.

the rocky land, or the hare's land
The English place name Harland in Yorkshire is generally read as har land, from Old English har, 'grey, hoary', or hara, 'hare', with land. Both readings are proposed and neither is settled. A separate Germanic route through a personal name has also been suggested. The surname descends from the place, and the o spelling is an American variant that changes nothing.
