English has neither the sound nor the letter and simply says a plain r, which leaves the h stranded. Rhonda came into American use in the twentieth century with the h intact and the sound gone, and then the detachable La- front attached itself, producing a name in which a Welsh phonetic convention sits inside an American construction. Neither half knows about the other.
