The story of Clement
Clement of Rome was one of the earliest bishops of Rome, and his letter to the Corinthians is among the oldest Christian writings outside the New Testament. Fourteen later popes took the name — Clement VII presided over the break with England, Clement XIV suppressed the Jesuits. English used it from the Middle Ages, and American use peaked around 1885.

From the Latin clemens, 'mild', 'gentle' or 'merciful'. The English words 'clement' and 'clemency' are the same root, and 'inclement' weather is weather that is not mild. The meaning has never been in doubt.
