The story of Alfonse
Alphonse Bertillon worked as a clerk in the Paris police in the eighteen seventies and was appalled that identification depended on a witness recognizing a face. He devised a system of eleven body measurements, taken with calipers to fixed standards, on the reasoning that no two adults would match on all of them; he standardized the photograph, insisting on a full face and a profile at a fixed distance under fixed lighting, which is the mugshot as it still exists; and he cataloged the results so that a card could be found. It worked for about twenty years and then fingerprints made it obsolete. The photographic standard outlived the measurements and is used in every police force in the world.

noble and ready
Two Germanic elements, the second meaning ready or prepared and the first disputed between words meaning noble, all, and battle; more than one original compound produced the same medieval form. The reading is standard with that qualification. The French form's missing final vowel changes nothing about the sense.

Alfonse sits outside the current charts, and that is its own kind of answer: naming cycles can only date the names they carried up. A name this rare has no decade stamped on it — it cannot go out of fashion, because it was never in.
