The story of Octaviano
When a Roman was adopted into another family he took that family's names and kept his own as a tail: Gaius Octavius, adopted under Julius Caesar's will, became Gaius Julius Caesar Octavianus, and the last piece says only where he had come from. The system was entirely regular and it was used constantly, because adult adoption was a normal way of securing an heir. Scipio Aemilianus was a Aemilius adopted by the Scipios; the emperor who is remembered as Octavian in English almost never used that form himself and it is largely a convenience of modern historians, who needed a way to refer to him between his birth and the title the senate voted him. Spanish inherited the adjective as an ordinary given name, along with a dozen others built the same way.
Meaning
belonging to the Octavii
The Roman family name Octavius is built on the word for eighth, though what it originally counted is not recoverable. The ending added to it marks adoption: a man taken into another family kept his birth family's name at the end, turned into an adjective.

Fashion outlook
Octaviano sits outside the current charts, and that is its own kind of answer: naming cycles can only date the names they carried up. A name this rare has no decade stamped on it — it cannot go out of fashion, because it was never in.
