A house had one, a legion had one, and the emperor's was sworn by. The word comes from the same root as the Latin for being born, which is also the root in Eugenia and in a good many European names. English borrowed it in the sixteenth century, used it for a person's characteristic disposition, and only in the eighteenth century narrowed it to mean exceptional ability, which is now the only sense most people know.
