The story of Donnie
The Lords of the Isles were MacDonalds, descendants of a twelfth-century figure who took control of the Hebrides, and they ruled from Islay with their own fleet, their own courts and their own diplomacy with England — a Gaelic sea-kingdom inside the Scottish one. The title was forfeited to the crown in the fifteenth century and the name went everywhere. Donnie and Donny are the two English spellings of the same shortening, and neither has ever become standard, which is why both appear steadily in American records.
Meaning
world-ruler
Domhnall is an old Celtic compound of dumno, world, and val, rule — a chieftain's name, and one of the oldest recorded in Scotland. The derivation is well attested. Donnie is Donald with the affectionate ending, and it carries the meaning intact at one remove. Nothing in the shortening changes what the name says, only who is likely to be saying it.

Fashion outlook
Donnie sits outside the current charts, and that is its own kind of answer: naming cycles can only date the names they carried up. A name this rare has no decade stamped on it — it cannot go out of fashion, because it was never in.
