Where it comes from
From A prefix and a second element of disputed origin to Delroy
Our story of Delroy
Jamaica developed a distinctive stock of men's names in the twentieth century, drawn partly from English and Scottish surnames, partly from prefixed formations, and partly from names that were unremarkable elsewhere and became characteristic there. This is one of them: it appears in American records first, in modest numbers, and then becomes far more common in Jamaica than it ever was in the country it came from, which is the reverse of the usual direction of travel. Names do that more often than people expect. A form that never quite caught on in one place can be taken up wholesale somewhere else, and after two or three generations it belongs to the second country in every way that matters except the paperwork.

Not established
Two candidates for the second element with unrelated meanings. One is the Old French word for a king, which produced a Norman nickname and then a surname. The other is a Gaelic word meaning red, used of hair or complexion, which produced Irish and Scottish surnames. English merged the two long ago, and the prefix on the front adds nothing to the question.

Pronouncing Delroy
DEL-roy
Two syllables, stress on the first, which is unusual for a prefixed name; most of them put the weight on the second syllable. That front stress is one reason the name reads as a compound rather than as a prefixed formation.

Fashion outlook
Delroy sits outside the current charts, and that is its own kind of answer: naming cycles can only date the names they carried up. A name this rare has no decade stamped on it — it cannot go out of fashion, because it was never in.
